 Under the auspices of the Ghana Parliamentary Committee Support Project phase two, the leadership of Parliament with Chairs and Ranking Members of twenty-one committees participated in this year’s post-budget workshop, held at the Ghana Institute of Management and Public Administration, from 6-8, March 2009. This annual activity is the sixth in a series of annual pre and post budget workshops that have contributed to consensus building in parliament on key policy proposals and fostered more informed debate on the annual budget.
The workshop created a platform for the parliamentarians to review with experts, academia and officials of the Finance and Economic Planning Ministry, the Government’s Economic Policy and Annual Budget Statement. The objective was to encourage Parliament to review the budget estimates and suggest possible amendments to the proposals, provide opportunity for them to appreciate broader and alternative perspectives on issues captured in the budget proposals, and to encourage debate and analysis of the budget from a gender responsive perspective. The interaction also supported public financial accountability, policy scrutiny efforts of parliament, and provision of information to parliamentary committees which will feed into plenary debates for the final approval of the budget by the House. |
