| Study Visit to Parliamentary Budget Office of Uganda, 8 to 15 September 2007 |

A delegation comprising the Chairman of the Finance Committee, the Deputy Ranking member of the Finance Committee, a Deputy Clerk of Parliament, two members of the Research Department, a Finance Committee Clerk and a Parliamentary Liaison Officer from the Ministry of Finance and the Budget Expert from Parliamentary Centre made a visit to the Parliamentary Budget Office of Uganda from 8th to 15th September 2007. The visit forms part of the effort by the Parliamentary Centre (PC) and USAID to support Parliament of Ghana towards the realisation of its aim to enhance its participation in the budgetary process.
The focus of the delegation was to review the composition and functions of the Parliamentary Budget Office of Uganda, the type of reports and analysis emanating from the Office; its location and reporting within the Parliamentary Service; and nature of the relationship between the Parliamentary Budget Office and the Ministry of Finance and agencies under the Ministry such as the Controller and Accountant General’s Department, Treasuries, Revenue Agencies etc., the Bank of Uganda; and Civil Society Organisation specialising in public budgeting. Specifically, the delegation was preoccupied with engaging all the important stakeholders in the Uganda Budget process to learn about the level of participation of the Parliament of Uganda in the Budget process. The delegation was determined to learn about the extent to which Ghana can adapt some useful lessons to enrich the participation of parliament in the Budget process. The delegation concluded that the Parliament of Ghana must of necessity start the Budget and Finance Unit and advocated that the Unit be initiated as a special unit attached to the research department whilst the necessary procedures - legislative framework is designed. The study visit was a follow-up to a series of consultations with the Leadership and Management of Parliament on how to make progress with project implementation. |
