Poverty Reduction Strategy efforts in Ghana have emerged as the main new priority for Parliament as a key oversight institution so as to ensure that results are actually achieved. Since 2002, the comprehensive Ghana Poverty Reduction Strategy (GPRS) is meant to be the over-arching strategy to guide general government expenditure and programming. This project component will increase Parliament's effectiveness in monitoring the implementation of the GPRS, ensuring that resources reach their intended targets: the poor. Considering that women constitute the poorest of the poor in Ghana, it will be key for GPRS monitoring to take into account gender considerations. The project will contribute to an increased capacity for the Committees to evaluate the GPRS through a gender lens. Activities include: -
Ongoing interactions with the Committees to support them in the development and implementation of a strategic plan for monitoring. -
Support to field-level monitoring missions by the Committees in order for members to interact with communities and collect data related to the progress of particular projects. Support includes expertise for pre- and post-analysis of data, including gender analysis, and a communications component for the publication and dissemination of monitoring results. -
Building an effective website for the Committees to increase outputs, inputs, linkages and interactions throughout Ghana, particularly with civil society and the public, including women"s groups, and with other Parliaments and NGOs throughout Africa and the world. -
Participation by Committee members in regional workshops, in continentwide planning sessions with committees from other parliaments and with policy institutes, experts, and civil society groups working on monitoring and evaluation matters.
